FOR THE SALE OF TICKETS FOR CULTURAL, ENTERTAINMENT, SPORTS, AND OTHER EVENTS, RELATED SERVICES, AND FOR RECEIVING INFORMATIONAL AND ADVERTISING MAILINGS

PART 1. OFFER: SALE OF TICKETS FOR CULTURAL AND ENTERTAINMENT EVENTS AND RELATED SERVICES
This Part 1 of the public offer is an integral part of the Public Offer for the sale of tickets, related services, and the receipt of informational and advertising mailings (hereinafter – "Bilet Online LLC Public Offer," published on the website https://kassir.kg) and applies to all relations without exception between the Buyer and Bilet Online LLC arising in connection with the conclusion of a service agreement related to the acquisition of Tickets (Electronic Tickets).
In this public offer for the sale of Tickets for cultural, entertainment, sports, and other Events (hereinafter – "Events") and related services (hereinafter – the "Offer"), the terms and definitions below are used with the following meanings:
1.1. Agent – "Bilet Online" LLC, authorized on the basis of relevant agreements concluded with Event Organizers (or other persons authorized by the Organizers) to provide services for the reservation, processing, and sale of Tickets for Events.
1.2. Cancellation – removal of Tickets from an Order with their automatic return to open sale in the System. If an Order is not paid within 15 minutes from the start of processing, it is cancelled automatically.
1.3. Ticket – a document containing a QR code and/or barcode, confirming the conclusion of a Service Agreement with the Event Organizer, and certifying the right of the holder of such a document to attend the Event. A Ticket may be printed by the Agent/Visitor or generated via an automated system (hereinafter – "Electronic Ticket").
1.4. Reservation (Booking) – a formed Order in a status awaiting payment by the Buyer.
1.5. Visitor – a natural person holding a Ticket to an Event and having the right to attend it.
1.6. Service Agreement – an agreement concluded between the Buyer and the Agent under the terms of this Offer, whereby the Agent provides services to the Buyer for reserving and processing Tickets and other related services, and the Buyer pays for them.
1.7. Service Agreement (Organizer) – an agreement concluded between the Organizer and the Buyer, whereby the Organizer undertakes to ensure the holding of the Event at the place and time indicated on the Ticket, and to ensure the Buyer's entry. The Buyer undertakes to pay the Nominal Value of the Ticket.
1.8. Agreements – collectively, the Service Agreement and the Cultural/Sports Service Agreement.
1.9. Order – one or more Tickets for one or more Events selected by the Buyer for personal use (not related to business activity), processed through the System and assigned a single identification number.
1.10. Event – a cultural, entertainment, or sporting event (theater, circus, concert, exhibition, movie, festival, show, fashion show, sports competition, etc.), entry to which is possible only upon presentation of a Ticket.
1.11. Nominal Value of the Ticket – the amount of funds corresponding to the cost of attending the Event, as set by the Organizer.
1.12. Organizer – a legal entity or individual entrepreneur responsible for organizing and conducting the Event.
1.13. Buyer – a physical or legal person, or individual entrepreneur, in whose name the order is placed.
1.14. Principal – a legal entity or individual entrepreneur instructing the Agent to sell Tickets.
1.15. Advertising Materials – information, advertising, and other materials (posters, banners, audio/video clips) provided to the Agent to attract Buyers to the Event.
1.16. Agent's Website – the website located at https://kassir.kg.
2.1. The subject of this Offer is the provision of services by the Agent to Buyers for the sale of Tickets and related services.
2.2. Tickets are sold exclusively under the terms of this Offer and only in the case of its full and unconditional acceptance (acceptance by conduct).
2.3. Refunds for sold Tickets are only possible in the event of cancellation or postponement of the event, and no later than 72 hours before it takes place. Tickets purchased at a discount, as well as complimentary (invitation) tickets, are non-refundable.
2.4. If Tickets are purchased by a legal entity for subsequent free transfer to third parties, the rules of this Offer do not apply; parties are guided by a separate contract.
2.5. This Offer applies only to Buyers purchasing tickets for personal use. Resale for commercial purposes or use of the Ticket for advertising third-party goods is prohibited.
3.1. The Buyer confirms they have read and understood the terms before acceptance.
3.2. Acceptance is performed by:
a) Placing an Order on the Website;
b) Paying for a Ticket at a Point of Sale;
c) Actual use of the Ticket to attend an Event.
3.3. Failure to pay within 15 minutes of starting the Order results in the cancellation of the Order.
3.4. By purchasing a ticket, the Buyer acknowledges that the event may have already started at the time of purchase.
4.1. By accepting the Offer, the Viewer consents to the processing of their personal data (collection, storage, use, etc.) by the Agent for the purpose of fulfilling obligations and complying with anti-money laundering laws. This consent is indefinite.
4.2. The Viewer consents to receive informational mailings regarding events and discounts via phone or email until they submit a written withdrawal of consent.
5.1. The Viewer has the right to: Receive the Ticket upon payment, receive information about events, and choose a payment method.
5.2. The Viewer is obliged to: Provide accurate information, check age restrictions for the Event, pay the full cost (including service fees), and follow the safety rules of the venue.
5.3. The Agent has the right to: Change service fee rates without notice and cancel unpaid orders.
6.1. Disputes are resolved through a mandatory claim procedure. Claims must be submitted in writing within 10 working days of the dispute arising. The Agent will consider the claim within 7 working days.
6.2. If no agreement is reached, disputes shall be settled in court at the location of the Agent.
6.3. Matters not covered by this Offer are governed by the laws of the Republic of Kyrgyzstan.
7.1. This Offer is valid from the date of publication and is indefinite.
7.2. The Viewer may refuse services before payment is made.
7.3. "Working days" are Monday through Friday, excluding official holidays in the Republic of Kyrgyzstan.
